HISTORY
At 12 years old, Carter was forced to move from his hometown of Woodbridge, Virginia to the geographically isolated rural town of Strasburg, Virginia. At the age of 14, Carter was involved in an adolescent conducted occult experiment that resulted in several local individuals becoming enhanced. Carter was effected when the previously hell-bound soul of his grandfather, Ronald Hall possessing his body. With both of their souls partially bonded, this resulted in Carter becoming what occult experts consider a Ghost Rider. Despite lacking the traditional qualities of a Ghost Rider, Carter has the ability to utilize his pyrokinetic abilities without displaying any physical changes. After a few years of operating as a teenaged superhero, this caught the attention of Phil Colson and Then-Director Nick Fury.
Recruited under the then-active Avengers Initiative, Carter rose through the ranks as a Level 7 Special Agent and gaining a team of specialized SHIELD agents to neutralize enhanced criminals and terrorists. Despite the use of his powers, Carter was expected to operate under the same rules and regulations of other SHIELD agents. Because of this, Carter's individuality was all but taken away and his want to return to his superhero status grew over time.
During the Hydra takeover of SHIELD, a subroutine within the SHIELD Databases activated when Natasha Romanov leaked any and all files onto the internet. This effectively erased and redacted all evidence of Carter's status as a SHIELD agent, but also worked against him with a submitted Burn Notice on him. This froze his bank accounts, personal assets and exiled him back to the town her despised so much; Strasburg. For the last 2 years, Carter has slowly begun to establish a a life based on his teen years and effectively acknowledging that his 20s are now a legal void.
